Roles and Group Rights Problem

I have three groups: Directors, Employees, Sales
I have 10 users all of whom are members of one of the above groups.
I have loaded Workspaces, folders and documents
I have assigned Groups to specific folders and documents

At this point, however, NO ONE other than the admin can access or see any of the documents or folders.
When I assign admin rights to a user, that user can see EVERYTHING which is not what I want.

But that is the only way I can get any of my users (other than admin) to see anything.

I am using Apache Tomcat 6 and MYSQL.

Any suggestions?
